Sam is an independent business owner. He operates Suan-Meas Insurance & General Services in the Highland section of the City of Lowell.

Before this, Sam had vast experience in the financial services industry. Sam was a mid level executive at Fidelity Investments, where he managed projects up to 20,000,000. He was Client Liaison Officer for State Street Global Advisors, working directly with General Motors Asset Management (GMAM) in New York City where he partnered with GMAM’s sales & marketing team on all requests for proposals & industry surveys, performance measurement as well as attribution and analytics for all assets under management of $100 billion dollars.

At State Street Corporation,State Street Global Advisors and BlackRock Asset Management, Sam managed,mentored and trained a team of accounts and performance measurement analystsworking for many large institutional pension funds that manage retirement
plans for public employees and teachers all across America, with asset under management of $50 billion dollars or larger.

In addition to practicing in the real estate and insurance businesses, Sam is also a certified tax preparer. His office, located at Pailin Plaza, Lowell also provides immigration and naturalization services.

Sam immigrated to the United States of America as a war refugee and an unaccompanied minor in November of 1986 with little or no formal education from Cambodia. He was sponsored by Catholic Charities of Richmond, Virginia and was placed in a foster-home.

Sam had $150 in his pocket. The $150 was raised for him by a white bearded-man who resembled Santa Claus on the Swiss Airline while enroute to America. Sam attended and graduated from Trinity Episcopal High School in 1992 with honors. Upon graduation from Virginia Tech in May 1996, he relocated to New England (Brockton) where he met and married his wife, Leah. Leah and Sam have two beautiful daughters, Monique and Sydney, who happen to have the exact same birthday two years apart.

In 2010, he ran unsuccessfully for what formerly was the Fifth Congressional District. Ever since, Sam has been actively engaged and involved in Lowell’s community.

On a community level, Sam has volunteered for many not-for profit organizations such as The Professional Child Development Center of Andover, MA; North Suffolk Mental Health Association (NSMHA) of Chelsea, MA; Cambodian Town of Lowell, MA; and Voter Registrar and Water Commission of the City of Haverhill, MA. Sam is still very involved and engaged in community change organizations.

Sam was instrumental in organizing and petitioning the City of Lowell to recognize and rename a section of the Highland neighborhood, which is a center of social gathering and the economic engine of South East Asians, as Cambodian Town.
